Rules - Rookie Division:

(Adopted by the BGSL Board of Directors for the 2018 season)

 

1.0      

 

GENERAL

 

1.1

 

All players must have a registration on file with the League before being allowed to participate.

 

1.2

 

Parents or guardians must inform their head coach of any disability that may affect the safety of a child.

2.0      

 

CONDUCT

 

2.1

 

Profane or abusive language or gestures from players, coaches, family, or spectators will not be tolerated by the league.   Any individual(s) responsible for such behavior will be removed from the field.

 

2.2

 

Unsportsmanlike conduct (booing, taunting, refusal to shake hands) by or directed to any player, coach, family member, or spectator is strictly prohibited.  Any individual(s) responsible for such behavior will be removed from the field and the umpire may call a forfeit against the team that said individual(s) is/are affiliated with.

Coaches are responsible for umpiring the games and shall respect each other’s calls. 

3.0      

 

SAFETY

 

3.1

 

Only players and coaches will be allowed in the dugout and on the playing field.

 

3.2

 

All players not required to be on the field, must remain in the dugout.

 

3.3

 

Players must notify or seek permission from a coach prior to leaving the playing area.

 

3.4

 

No swinging of bats in or around the dugout except at the designated on-deck circle.

 

3.5

 

Batting helmets must be worn by all batters (at Home Plate and On-Deck), and all Base-Runners. Helmets must be equipped with face guards and secured with chin straps.

 

3.6

 

Safety bases must be used at first base.

 

3.8

 

Pitchers are required, and 3rd basemen are encouraged, to wear face masks.

DRESS CODE

 

4.1

 

A league issued team shirt must be worn by players at all games, and must be the outermost garment.

 

4.2

 

Uniform pants must be worn. No shorts.

 

4.3

 

Coaches are required to wear their league issued ID Card or coaches shirt, at all BGSL sponsored events including, but not limited to, parades, opening day, games and practices.

 

4.4

 

Jewelry must not be worn. Recently pierced ears may have studs.taped over.

GAME PLAY - A.S.A. Fast pitch rules are in effect using a 10 inch “softee” ball, except as noted below:

 

5.1

 

Players who are going to be late for games will notify their coach as soon as possible.  Coaches must inform opposing coaches of late players. All late players will be entered at the end of the batting order unless they arrive prior to their scheduled first at-bat.

 

5.2

 

If a team cannot field a minimum of six (6) players then that team will forfeit the game. If neither team can field a minimum of six (6) then the team with the fewest players forfeits the game. If both teams have equal amounts of players, and less than the minimum of six (6) players, the game will count as a tie in the standings. 

 

 

5.2.0

 In the event of a forfeit due to the inability to field a full team, a scrimmage or practices should be held if possible.

 

5.3

 

A maximum of 10 players can take the field at one time. Coaches should begin to teach the importance of positional play. Coaches are allowed on the field of play during games to instruct players. No player shall remain on the bench for more than 1 defensive series in a row.

 

 

5.3.0

Free substitution is allowed in the field. Coaches must make every effort to expose players to as many different positions as possible, and do so in a fair and equal manner. In the interest of player development, Coaches are further encouraged to rotate players from infield to outfield positions.

 

 

5.3.1

Teams will play with 4 Outfielders. All Outfielders must take their defensive position on the outfield grass.

 

 

5.3.2

The short fielder must play a minimum of 5 feet behind the bases and base paths.

 

5.4

 

Teams are required to bat with a continuous batting order so that all players that are in attendance at the game must be in the batting lineup

 

 

5.4.0

Lineups will be given to the opposing team at the beginning of each game.

 

 

5.4.1

Each teams batting order will be kept in the official score book.

 

 

5.4.2

The same score book will be used for the entire season.

 

 

5.4.3

Umpires and Commissioners reserve the right to check a team’s official scorebook throughout the season, if needed, to gather information regarding a dispute.

 

5.5

 

Innings:

 

 

5.5.0

Maximum of 6 innings constitutes a legal game.

 

 

5.5.1

No new innings to be started after 60 minutes. 

 

 

5.5.2

No infield fly rule.

 

 

5.5.3

Balls and Strikes will not be called.

 

5.6

 

Score:

 

 

5.6.0

The score will be kept in the official score book for each team but the focus should not be on the score but instead on skill development and player confidence.

 

 

5.6.1

 

 

 

5.6.2

Final scores will be recorded in each team's Official Scorebook. 

 

 

5.6.3

 An inning ends when 3 outs are accomplished or four runs are scored.

 

5.7

 

Pitchers:

 

 

5.7.0

Players will pitch the first 3 pitches to each batter. Coaches will pitch to the batter after the 3rd pitch. Each girl will receive a total of 10 live pitches. If the batter does not make contact with the live pitched ball by the 10th pitch, the Tee will be brought out so that the batter can make contact.

 

 

5.7.1

The coach pitcher will be the coach of the batting team. Standing closer to the plate when pitching is preferred if to prevent an arch with the pitch.

 

 

5.7.2

Windmill pitch is allowed.

 

 

5.7.3

Pitching rubber is to a distance of 30 feet from the back of home plate

 

5.8

 

Stealing:

 

 

5.8.0

Stealing is not allowed.

 

 

5.8.1

A runner may advance one base only on an error in the field, per hit.  This rule applies to fielding errors only, not passed balls by the catcher.

 

5.9

 

Leading:

 

 

5.9.1

A player cannot leave the base until the ball leaves the pitchers hand. 

 

5.10

 

Sliding:

 

 

5.10.1

A runner should attempt to avoid contact with a fielder in the process of fielding a batted or thrown ball to the base. A runner will not be called out if she does not slide but the coach should remind the player of the importance of sliding to avoid contact with a player.

 

 

5.10.2

When there is a play at home plate a runner should slide. The runner will not be called out if she does not slide but the coach should remind the player of the importance of sliding to avoid contact with a player.

 

6.0

 

Bunting:

 

 

6.0.0

Once a player squares to bunt she may not then hit away.  If she makes contact from doing this, she will return to the plate to continue her at bat. If it was on her last pitch then she will be issued a walk. The batter will not be called out if she hits away once squaring to bunt but should be instructed by her coach of reasons why this is not allowed

CANCELATIONS

 

7.1

 

Game cancelations due to weather will be determined by the Rookie Division Commissioner.

 

7.2

 

Head coaches for each team will be notified of cancelations no later than 1 hour before the scheduled game start time. Coaches must then notify their team of the cancelation.

 

7.3

 

Make-ups will be at the discretion of the Rookie Division Commissioner.

 

7.4

 

Cancelation of practices are at the discretion of the team coach.
